Committee Members
The Committee consists of nine members that are appointed by the Governor. The Committee advises the Office of Consumer Services regarding utility
rate changes and other regulatory actions on residential, small commercial and irrigator customers and helps establish policy objectives.
Committee members include small business owners, farmers and ranchers, as well as low-income, retired persons, and other residential citizens of Utah.
They come from diverse communities of different sizes all across the State and have experience in public utility matters related to consumers, economics,
accounting, financing, engineering, or public utilities law. No more than five may be members of the same political party. Each member is
appointed for a four-year term. These requirements help to ensure that the Committee provides important representation of all types of small utility
consumers in Utah.
Below are the biographies of the current members of the Committee. There are also currently four open positions on the Committee.
Kelly Casaday
Kelly Casaday is the founding partner of Letter23 - formerly W Communications, a Salt Lake City based advertising and public relations agency. He has
over 20 years experience in designing and implementing public relation and communications campaigns.
Kelly has managed dozens of award winning media and awareness campaigns for public and private clients including the United States Department of Health
and Human Services, Jiffy Lube, Merit Medical, the Boyer Company, Wal-Mart, the Utah Department of Health and numerous other clients. He also has managed
political campaigns for Republican Party candidates across the United States. Kelly is very involved in the community and has served as the Western States
Chairman of the Boys and Girls Clubs, Zone Commissioner for the Boy Scouts of America and is the past Chair of the Sandy City Board of Adjustments and the
Sandy Transportation Committee.
Kelly was re-appointed to the Committee of Consumer Services and named chairman by Governor Huntsman. His term expires July 1, 2012.

Franz Amussen
Franz has lived in Utah most of his life and holds a Bachelor of Science Degree in Economics and Accounting from Utah State
University. He has worked for several years in the financial field as an accountant, market analyst, and financial consultant. He has served as an executive
board member of the International Visitors Utah Council and is currently the CEO of Amussen, Hunsaker and Associates in Salt Lake City.
Franz is serving his second term on the Committee of Consumer Services. His term expires July 1, 2010. |
Robert McMullin
Robert received a Bachelor of Science degree in Political Science from Brigham Young University. He has served on various boards
and currently serves on the Utah Horticulture Society Board; the Cherry Central, Traverse City, Michigan Board of Directors; and Utah Tart Cherry Market
Board. Robert is part owner and president of McMullin Orchards, Inc.
Although he is active in many professional affiliations, farming has been his life since he was old enough to drive a tractor.
He farms and processes 950 acres of fruit each year. As a resident of Salem, Robert is married with ten children and 17 grandchildren. He has enjoyed his
activity in the scouting program with his sons.

Andrew Riggle
Andrew has a Bachelor’s degree in Sociology from the University of California, Berkeley and a Master’s degree in Educational
Counseling from the University of Phoenix. A resident of Salt Lake City, Andrew coordinates the Disability Community Alliance's work around the waiting
list for services for persons with disabilities and analyzes state and federal Medicaid policy for the Utah Health Policy Project. He also orchestrated
last year's Family Investment Coalition federal budget campaign for Utah Issues. He serves on the Utah Developmental Disabilities Council and the
Disability Law Center's Board of Trustees.
Andrew is serving his first term on the Committee of Consumer Services, which expires on July, 1, 2010. |
Betsy Wolf
A utility specialist for the Salt Lake Community Action Program (SLCAP), Betsy is an advocate on utility-related issues before
the Utah State Legislature and the Utah Public Service Commission to maintain access to affordable utility service for small consumers, and particularly
low-income customers. She also currently serves on the Alta Community Enrichment Board and the Utah Energy Assistance Advisory Council. Betsy spent 16 years
as Executive Director of Utah Common Cause, a non-profit grass roots citizens group that advocates for openness and accountability at all levels - local,
state, and federal. In this capacity, she advocated on issues such as open meetings, open records, campaign finance reform, lobbyist disclosure, ethics and
consumer representation in utility regulation.
Betsy sat on the Information Practices Act Task Force and the Salt Lake City Committee on Charitable Solicitations through 1990
and the mid-1980s, respectively. From 1976-1978 Betsy worked as a research analyst for the House Select Committee on Assassinations for the US House of
Representatives. In September 2000 she was named Employee of the Year by SLCAP. Betsy graduated from the University of Michigan with a degree in American
Studies. She has also earned a Certificate for Alcohol and Drug Abuse Treatment from the Graduate School of Social Work at the University of Utah. Born in
Detroit, Michigan, Betsy is married to David Ream and enjoys hiking, bicycling, fly fishing, skiing and traveling throughout the west.
Betsy was first appointed to the Committee of Consumer Services by Governor Michael Leavitt and formally approved by the Senate.
Her current term expired June 30 2008, but as provided for in Utah law she continues to serve until another member is appointed to her seat. |
